It is safe to assume that a good series does not need so much good pacing or a realistic plot as much as it needs an interesting idea, presented nicely to the target audience. If the idea sells, you don't need to worry about the budget or the quality in animation.
There are many things that any series or movie needs to have besides that but, really, a nicely shown idea seems to overshadow most others. After all, characters and settings are also part of an idea and not something irrelevant to it. So when someone has an idea for a series, he should worry more about how to show it and less at how to tell it.
If you think about it, almost all of our retro favorites are just good ideas presented in a fancy way. They are otherwise to the most part naive or full of plot holes. More sophisticated shows are usually forgotten fast.
So when someone critisizes a series or a movie (something which I love doing myself) he should first take into account if the idea worked and why. All the rest come afterwards.
